The City of Concord completed its first Downtown Master Plan in 2002. The planning process included public input sessions/meetings and the creation of two steering committees to collect, review and share information. This initial plan contained four components: Visioning, Economic Analysis, Physical Improvements, and Parking Management.
The 2008 update of the Downtown Master Plan focuses on three of the initial core areasL Economic Analysis, Public and Private Investment Opportunities and Parking Management. The Master PLan will help to guide both the City's and Concord Downtown Development Corporation's efforts to foster appropriate commercial, industrial and residential growth and development in Downtown Concord.
Note: The boundaries of the Downtown Master Plan follow those of the Municipal Service District.

The City of Concord’s Downtown Master Plan has garnered several awards since its adoption in 2008. The Plan has received recognition on local, state and national levels.
The 2008 City of Concord Excellence in Productivity Improvement Award
This award recognizes City departments that have demonstrated outstanding efforts or achievement in productivity improvement.

The International Economic Development Council’s Excellence in Economic Development Awards recognize the world’s best economic development marketing materials; programs and partnerships; and the year’s most influential leaders. These prestigious awards honor organizations and individuals for their efforts in creating positive change in urban, suburban, rural communities.
The 2009 North Carolina American Planning Association Marvin Collins Outstanding Planning Honorable Mention Award in the category of Comprehensive Planning - Large Community
This award recognizes plans, programs or processes of unusually high merit adopted or enacted in the current or past two calendar years. The committee complimented the City of Concord on the extensive public participation process it used for the Master Plan and its work with other municipalities on land use issues. The Committee appreciated that the Master Plan was prepared primarily by City staff and believed that it had the potential to be implemented in the proposed timeframe.
The 2009 Electricities Public Power Award of Excellence for Outstanding Achievement in the area of Economic Development
This award is given annually to city/town which demonstrates initiative in economic development efforts, and implementation of a strategic economic development plan.
