Please be advised that the Concord City Council will hold its annual Council/Staff Planning Session on February 18, 2010 and February 19, 2010. The session will be held at the Concord Convention Center located at 5400 John Q. Hammons Drive in Concord. The session will begin on February 18 at 6:00 p.m. and will continue on February 19 at 8:15 a.m. The purpose of the meeting will be:
· To develop goals in anticipation of the Fiscal Year 2010-2011 budget process.
· To conduct a closed session in accordance with N. C. General Statutes §143-318.11(a)(3) to consult with the Attorney to protect the attorney-client privilege; and N. C. General Statutes §143-318.11(a)(4) to discuss matters relating to the location or expansion of business in the area served by this body.

Expected Outcomes
· Discuss Staff recommendations on service needs, funding levels and development issues identified by the elected officials.
· Provide direction and a comprehensive statement of Mayor/City Council goals to be used in developing the FY 2010-2011 budget and future planning documents.
· Establish the basis for a draft of working goals that can be presented by Staff for formal adoption by City Council.
· Plan for the future.
Process: Staff members will present a summary of recommendations (no longer than 10 minutes) in their area of expertise. Mayor and Council will have position papers a week in advance of the planning session to review so staff will limit presentation time. Each follows the same presentation format:
v Identify Need (Current or Anticipated)
v Desired Outcome
v Briefly Explore Alternative
v Recommendations (Including Time Line)
At end of each brief presentation, the Manager will ask for permission to move ahead with planning process or plan implementation and analysis for funding during the budget process. The bulk of the time will be for Mayor and Council to ask questions, discuss the recommendation and provide feedback.
