J. Scott Padgett was elected to the position of Mayor in 2001 after serving on the City Council since 1995. A longtime resident of Concord, Scott is a retired elementary school principal who received his undergraduate degree from Appalachian State University, Master of Education Degree from the University of North Carolina at Charlotte, and an Advanced Degree from the University of North Carolina at Chapel Hill. Very active in the community, Scott is a member of the Concord Rotary Club, Community Free Clinic Board of Directors, Cabarrus Workshop Board of Directors, Rotary Club Board of Directors, Stonewall Jackson Advisory Board, and Board of Visitors for Barber-Scotia College and is a member of All Saints Episcopal Church. He is a member of the North Carolina League of Municipalities Board of Directors and is an active participant in the U.S. Congress of Mayors. Prior to becoming an elected official of the City, Mayor Padgett served as a member of Concord's Planning and Zoning Commission. He is married and has one child and three grandchildren. Mayor Padgett states, "I have always been impressed with the leadership in Concord, and it is an honor to serve the citizens. We have many challenges today, but they are no greater than those faced by our forefathers. Working together, we can make this an even better place in which to live and work."

David W. Phillips, elected to the City Council in 1995, also serves as one of the City’s two representatives on the Board of Directors of the Water and Sewer Authority of Cabarrus County (WSACC).  David is a lifelong resident of Concord and graduated from Concord High School.  He holds a Bachelor’s Degree in Business Administration from the University of North Carolina at Charlotte and is a Registered Environmental Manager, a Certified Hazardous Materials Manager, and a Certified Infrastructure Preparedness Specialist.  David has been employed with Duke Energy Carolinas for 30 years.  He currently works in the Duke Energy Kannapolis Business Office as a Customer Relations Manager of Commercial and Institutional Accounts.  He is a member and Director of the Concord Rotary Club, is a member of the UNCC Alumni Association, Historic Cabarrus, Inc., Cabarrus Arts Council, The Concord Museum, and many other civic organizations.  Prior to being elected to represent District 1 on the City Council, David served on Concord’s Planning and Zoning Commission.  David believes it is an honor and privilege to serve on the City Council.  He feels that Concord is well positioned to deal with the growth and changes that the future will bring to the City.

James E. "Jim" Ramseur, first elected to the City Council in 1995, is a native of Concord, a graduate of Concord High School and attended the University of North Carolina at Charlotte. Jim is a military veteran, having served our Country for four years in the United States Air Force. An active member in our community, Jim has served on the Board of Directors of Concord Downtown Development Corporation, and Historic Cabarrus. He was Vice Chairman of the City's 1996 Bicentennial Committee, a Past President of the Concord Jaycees, and in 1977 was presented the Distinguished Service Award. In the business community, Jim is the retired CEO of Turner-Baxter, Inc.  Jim served as Mayor Pro-Tem of the City Council from 1997-1999, and again in 2007.  Prior to his City Council District Two election, Jim served as Vice Chairman of the Concord Planning and Zoning Board and Chairman of the Concord Historic Preservation Commission. Since 1996, Jim has served as a Concord representative to the Cabarrus-Rowan Transportation Advisory Committee. He is married, has two children and two grandsons, and is a member of Calvary Lutheran Church. Jim states, "I am passionate about Concord's past, as well as its future. During my years on Concord's City Council, maintaining Concord's identity and improving Concord's quality of life have always been high on my agenda."

A native of Hickory, Mrs. Small is a graduate of A&T University where she earned her B.S. in Early Childhood Education and Home Economics. She received her master’s degree in Early Childhood Education from the University of North Carolina at Charlotte. She also holds certificates from the National Institute of Health and Barber Scotia College.

 

Now retired, she taught in the Concord/Cabarrus County School Systems, Charlotte Mecklenburg School System, Atlanta Public Schools, Rowan/Cabarrus Technical School, and NC A& T University.

She is active in many organizations including being a member of the Board of Directors of the Logan Neighborhood Association; Logan Community Day Care Board of Directors; Logan Optimist Club; NAACP; Delta Sigma Theta Sorority treasurer; National Education Association; NC Educators Association; Cabarrus County Retired School Association; NC Governmental Workers Association; Cabarrus County Child Protection Team and Sisters in Partnership, and Cabarrus Community Council. She also served on the committee to name U.S. 601 in memory of Warren C. Coleman.

Mrs. Small is a member of Price Memorial A.M.E. Zion Church where she has served in the positions of trustee board secretary, class leader, building fund financial secretary, missionary society, and hospitality committee chairperson. Widow of former Councilman Allen Small, Ms. Small has one granddaughter Kimberly.

Alfred M. Brown Jr., elected to the City Council in 2001, is a lifelong resident of Concord. Al is a graduate of Concord High School and attended The Citadel. He is employed in the OSP Engineering Department with Windstream, formerly CT Communications, and is married to the former Sheila Penninger, a first grade teacher at Rocky River Elementary.  They have two children, Adam and Emily. He is a lifelong, active member of St. James Evangelical Lutheran Church and previously served on the Concord Bicentennial Commission and the Concord Historic Preservation Commission. Presently he serves as an alternate delegate to the local Transportation Advisory Committee and is a member of the Concord-Kannapolis Transit System Authority (RIDER) that began in April 2004. "I believe that our citizens expect and deserve a good quality of life and a safe community to live in. Good streets and roads, low taxes and increasing our tax base, investing in existing neighborhoods as well as preparing for new ones, strong law enforcement and fire and life safety, enhancing our downtown district, and working to maintain a sufficient water supply are but a number of issues that we regularly deal with. It is my pleasure to serve the citizens of Concord."

W. Lamar Barrier was elected to the City Council in 1985 and represents District 5. Having spent most of his life in Concord, Lamar is a graduate of Concord High School. He is also a graduate of the Kentucky School of Mortuary Science and has been a Funeral Service Practitioner at Wilkinson Funeral Home for over 20 years. Lamar is a veteran of the United States Army and has served on numerous Boards in our community. An active member of First Baptist Church, Lamar is also a founding member and Past Board Chairman of Hospice of Cabarrus County. He continues to serve as a member of the Cabarrus County Boys and Girls Club and Concord High School Athletic Boosters Club. Lamar is married to the former Christine Cruse and has two children, Rebecca and Blair.

 


 

 Hector H. Henry II

Dr. Hector H. Henry, II has served the City for 30 years and now represents District 6. He began his career as an Alderman in 1973 and continued until 1989. Following a four-year rest, he was again elected to serve as a Council member in 1994 and continues to serve in this capacity. A Pediatric and Adult Urologist at CMC-NE, Hector holds a Bachelor of Science Degree in Chemistry from the University at Chapel Hill and Doctor of Medicine Degree from Tulane University School of Medicine. At CMC-NE, Hector has served as Chief of Staff, Chief of Surgery and Chief of Urology. He served as Vice President of Medical Affairs. Hector is a Colonel in the United States Army Reserves Medical Corps and recently served active duty as Task Force (medical) commander for Operation Enduring Freedom in Afghanistan. He has also served in Operation Iraq Freedom in 2006. In addition, he previously served in the Gulf and Vietnam Wars. Dr. Henry is currently the Chief urology at the Hefner VAMC in Salisbury, the director of the residency program at this site for Wake Forest University MED School, Dept of Urology and is a Clinical Professor for the MED School. He remains on the Staff of CMC-NE and has a consulting urology firm and is the urological consultant to the Cabarrus Health Alliance. He is also a Consulting Professor of Urology for Duke University MED School. He has a Masters Degree in Anatomy from Tulane and a Masters Degree in Public Health from UNC-CH.

His wife is a Patent Attorney and the Director of the Charlotte Region for the NC Biotech Center, a non-profit arm of the NC Dept of Commerce.

He formerly served as the State Surgeon for the North Carolina National Guard. Hector is married and has three sons, two grandsons and a grand daughter.

 John A. Sweat, Jr. was appointed to the City Council in November 2009 to fulfill an unexpired term.  John is a lifelong resident of the area and graduated from A. L. Brown High School.  He has earned a Bachelor’s Degree in Business Administration from Park University and a MBA from the University of Phoenix.  John is a Warehouse Operations Supervisor for S&D Coffee, Inc.  He has been a member of the U. S. Air Force and the North Carolina Air National Guard for over 23 years and proudly continues to serve.  Prior to his appointment, John also served on the Racial Diversity Committee, Historic Commission and the Planning and Zoning Commission for the City of Concord.  John is married and has 4 children.  John is a lifelong member of Westside Church of the Nazarene.

John is very excited and honored to serve on the City Council.  He feels that Concord is well prepared to deal with its diversity and the quality of life issues that it will face as it continues to successfully grow in the future.
